Executive Summary

Fulton State Hospital opened in 1851 and is the first and oldest public mental institution west of the Mississippi River. Fulton State Hospital consists of four treatment units including maximum-security, intermediate security, developmentally disabled and the Sexual Off ender Rehabilitation and Treatment Service program. The Enterprise Sustainability Platform (ESP) was implemented to provide utility bill management and analysis across 918,000+ square feet.

Talisen also partnered with M360 to deploy the ESP solution for the SSM Health facilities in the St. Louis area. Talisen implemented the Utility Bill Management module for SSM Health’s seven local locations providing multiple layers of historical utility bill data for detailed utility usage analysis as well as determining energy usage baselines from the utility bill accounts.

Fulton State Hospital

Talisen deployed the Enterprise Sustainability Platform (ESP) solution at Fulton State Hospital (918,820 sq.ft.) as a part of the State Of Missouri Deployment and the site has showed savings over the last 7 years.

The State has used our ESP solution to assist in addressing areas of concern within the hospital and to help in planning ECMs over the years to upgrade boilers and chillers.

SSM Health Facilities

Talisen also developed a series of financial summary reports that are used by SSM on a monthly basis – Baseline versus Actual Energy Consumption & Costs and Monthly/Year-to-Date/Rolling Annual SSM reports.

Building Analytics were deployed at the St. Clare Hospital to analyze over 6,000 Building Automation System (BAS) Points. The BAS data was used to analyze the systems for the Retro Commissioning (RCx) project and the ongoing Continuous Commissioning (CCx) project. This allowed the simultaneous analysis of over 600 Variable Air Volume (VAV) Boxes and their associated Zone Temperatures and Setpoints as well as allowing each type of equipment in the hospital to be quickly analyzed and prioritized by the RCx commissioning team. SkyFoundry Software was implemented to provide detailed analytic rules that were applied to the BAS equipment.
